About: Clearview Treatment Programs began as an outpatient treatment program in Los Angeles to help those struggling with addiction or mental illness. They were created to act as a bridge between 30-day residential treatment programs and home, to both reduce the chance of relapses, and to help clients reintegrate into their communities before leaving treatment.
Their low cost outpatient treatment program met and exceeded those goals, becoming one of the most long-standing outpatient programs in Southern California. For Instance, this program was designed to treat complex co-occurring disorders, and to extend a client’s time in-treatment to provide them more support and structure before returning home after a 30-day treatment program. About: In the autumn of 1967, a group of twenty-nine reformed drug addicts and a few professionals launched an innovative drug prevention and rehabilitation program in East Los Angeles. The federally funded Narcotics Prevention Project (NPP) opened its doors in a community burdened by high unemployment, substandard housing, and limited access to treatment. Despite resistance—especially from those who viewed addiction solely as a criminal issue—the program embraced a progressive approach, treating addiction as a response to social and personal deprivation.
In its early months, the Project delivered services with enthusiasm and idealism, though often improvised and uneven. It quickly became clear that NPP had tapped into a vital need within the community. The caseload rapidly grew to several hundred clients, and the demand for more specialized services emerged. Counselors were trained in case management, job development, and collaboration with the medical, legal, and correctional systems to better serve those in recovery.
Through persistence and refinement, NPP evolved into a structured, impactful organization. Today, now known as the Narcotics Prevention Association, Inc., the program continues to serve the community with a compassionate, wellness-focused approach. Penny Lane Centers was founded in 1969 by Ivelise Markovits, who, while working as a placement officer for the Los Angeles County Probation Department, saw a critical gap in care for young girls in the system. About: While the headquarters of Teen Challenge of Southern California (TCSC) has moved to Riverside, a residential induction facility for women continues to serve the Los Angeles area. At Los Angeles County Teen Challenge, women begin their journey toward recovery and faith-based transformation. After the induction phase, participants transition to the Teen Challenge Christian Life Center in Ventura, where they complete a 9-month program, graduating approximately one year after entering the program.
Beyond residential treatment, Teen Challenge reaches into surrounding communities with a powerful message of hope and redemption. They offer drug education, gang and teen intervention, jail and juvenile hall visits, as well as crisis counseling and weekly support groups for individuals and families struggling with addiction.
During the Induction Phase, students are introduced to spiritual principles and life disciplines that are core to the TCSC ministry. Their daily schedule includes church attendance, chapel, prayer, Bible study, classes, and regular meetings with staff advisors—fostering both spiritual growth and lasting recovery.
